Public concern over the deteriorating state of the environment heightened considerably in the 1960's and culminated at the end of this decade in passage of the National Environmental Policy Act, which became law on January 1, 1970. This far-reaching piece of legislation made systematic consideration of all aspects of environmental quality--natural, built, and social--a matter of national policy.
